Uh, actually I wrote up that POW, so here's my take on things. I think
you're making this sound harder than it actually is.

1. You'll need to add a new Tools menu (which *isn't* translated yet). As
Henrik mentioned, this should become a TODO, although I haven't tested this
for top-level menus.

2. You'll need to move the existing translations for the spell and options
menu items under that new menu. While you're at it, it'd probably be
cleaner to rename the menu IDs. The actual translations for these menu
items shouldn't change at all. You're just changing the location.

3. Then you add a new menu item (Word Count), which isn't translated yet,
so it'll wind up as a TODO as well.
