broken "make distribution" on Win32

I did a "make distribution" in order to check some miscellaneous items
(such as bug 729). The build broke with the following output:

Could this be another instance of the problems we were having a while ago
with the cygwin paths?

If we can fix this now, that would be great. It's one thing that will have
to be worked out some time before we can do another binary release.
