First stage:

Commit changes to Ruler to allow screen adjustment of left and right
margins.

Still to do:
        1) Limit drag positions of various items to sensible values.
        2) Ruler code will require changes to use user resolution (inches, cm, etc)
instead of screen resolution. This is mainly required for interaction
between various ruler items to avoid truncation errors.
        3) Strings stubs need to be added.
