My idea was much less grand than what you're proposing. I just wanted to
have a tools->languages dialog box that would set the supposed
language/locale for an entire document to something besides english in my
case. There would be one language/locale per document. I wasn't sure whether
I wanted to include this information in the (file version of the) document
or not at this stage either. I basically want to mimic MSWord as much as
possible.

I'd want to say, change the language to "de" and spell-check my german
homework using Pspell, provided I have the german module installed.

This could be extended to other areas, such as smart-quote rules or maybe
list delimiters too. For example, german quotes look like ,,Quoted Text''
and I'm sure that other languages have other rules, so this would be useful.
A beginning " glyph would get re-mapped to ,, for example. On a change, the
entire document would get re-evaluated (and redrawn) using the new language.
