The directions are in the bugreport. But to reproduce:
Size the window so the width is half the width of the "page".
Grab the bottom scroller and pull it to its rightmost position.
Slowly drag it to the left, revealing sub-character widths to the left of
the TopRuler.
To be able to reproduce this, you'd have have the mouse speed low enough to
be able to reveal sub-character width with each scroll/repaint.
