Autodetect wv.

(configure.in) autodetect wv

(abi-wv.m4) New file, defines ABI_WV macro.

(abi-psiconv.m4) continue after failing to find header files.

(includes.mk) update for wv changes

(GNUmakefile.am) no longer reference $(PEER_LIBS), as it has been
removed.
