FAOD this shouldn't actually have any visible effects. The code for
moving sections across page boundaries is still severely broken.

Look for empty columns and pages outside of loops that may empty
 columns/pages.
Added some comments.
Added a little more code to handle column insert/remove from page. Not
 enough to handle all the potential cases though.
