further smart-quote and quote related fixes; I made small change to
UT_UCS_isalpha() but we need a proper Unicode implementation of
this function.

Further changes to fp_TextRun::_draw() to avoid drawing the
background rectangle when not needed (i.e., white rectangle when
printing on paper).
