This is entirely historical. It wasn't until last month that Mike
Pritchett moved the menu strings into the .strings file. When we move
out the strings, tooltips, and XPMs into .strings files, we'll be able
to shed some more excess binary weight and clean up quite a bit of code.
This should be done post 1.0
