I'm doing reams of conversions to use UT_UCS2String in as much of the
code as possible. Quite a few places I'm needing to convert to/from
XML_char. My assumptions is that XML is encoded as UTF-8. Is this
generally a safe assumption to make? Is it safe in the context of our
code? If not, should we declare that XML_char always holds UTF-8?
