Plam and I worked on the fix for 1398 (abi can't load the ignored words
stuff). As a side-effect, loading of any XML-based docs is now a bit faster
too (we do *far* fewer doc->append's).
Also did a general code cleanup in that area. I want a UT_UTF16String class
so that I can do more :)
