The Win32 UI has some known problems with regard to:

1) Showing/hiding toolbars
2) Showing/hiding rulers
3) Showing/hiding status bars

Fix these win32-specific bugs (which are reproducible even from "full
screen" or just messing around with the show/hide
toolbars/rulers/statusbar options) and this'll go away.
