this is first part of work toward a functioning top ruler in the bidi
version; it is not yet finished, but well on the way -- this has proven
to be the most tedious job of all the bidi work so far; yesterday at
midnight it felt like I was almost there, at 3 am it felt no closer :-).
I have tested the non-bidi build to make sure that nothing got
screwed up in the process; I will be out of commission for the next
two weeks so if for some reason this should cause serious
problems, someone else will probably need to revert it.
