    Can somebody do me a favour and put in a UT_ASSERT()
    in the case where we attempt to use a spelling hash
    without the *.hash-encoding file. I think it's
    non-deterministic to support spelling without this
    file even for ISO-8859-1. Does Abi assume the system
    encoding or always assume 8859-1? Either seems like
    an invalid assumption to me. I think this is giving
    us trouble now or will in the future. Please tell me
    if, why, and how you think I may be wrong here (:
