commit - Correct errors under cygwin when doing ./configure

Setting CC='cl.exe -nologo' instead of CC=cl.exe should fix the problem
that configure seems to have. Win32 build must install cygwin with
default DOS line endings and not UNIX line endings or the ./configure
scripts will be confused and fail.
