Fix for problem discovered in bug 1965: abi can create .abw files with
leading <pbr/> (before any text) but can't read them!

This does not fix the problem in 1965 yet, but now at least you can
save the doc in 1965 to abw and read it, and it crashes too, just like
the doc crashes. So in particular we needn't mess with doc import,
it's a layout problem.
