I'm not sure. It seems to depend on a lot of things
but I've used hundreds of MS boxen in cybercafes in
the last few years and I see it very often. Next
time I'll try to take note. I have the feeling it's
an option somewhere but I'm not sure. It's easiest
to see with Eastern European languages and Vietnamese
which use Roman characters but often have fewer fonts
to choose from. I've seen it on web pages and even
in controls/widgets. Mozilla does it too. I'll try
to check more with MSWord. WordPad always does it
AFAIK.
Whether it's a good thing or not depends on the user
and the situation. If you just want so see what
something is supposed to look like it's good. If you
want to create a high-quality document then of course
you have to have the right fonts installed, use only
those, and make sure the recipient of your document
has them too.
It should be an option.
