Fix crash deleting Secton breaks.
Fix crash inserting table immediately after a section break.
Fix crash inserting two tables in a row.

Start of code to set vertical sizes of rows by dragging controls on
the left ruler.

This needs lots more more work but will get finished as the bug count in
tables gets reduced.
