Subject: Commit: "fix" 2688 - unrecognized bogus document.

This bug arises because the supplied docuemnt has an id value in the
footer section that is not matched in the any section in the
document. This commit adds a check for this during import.
It looks like the bug came about through a bug importing a RTF file.
