Hot-keys / short-cut keys have a problem with tabbed dialogs - especially
under 95/98/ME system that can caused system crashes-lockups. This is
tied with the DS_CONTROL style not working properly for tabbed dialogs
between NT/2k/XP and 95/98/ME.
As a result, the & for items in these dialogs has been removed.
