libxml build woes

I updated HEAD and STABLE last night, and tried to build them today,
after making clean realclean, ./autogen.sh, and configuring, so as to
get as many of the updates as possible.

STABLE is still configuring with expat by default. It configures with
libxml2 if forced to do so, but I thought that it was supposed to
default to that now?
