commit - Partially working msxml XML parser

    Uses COM to call functions from msxml3.dll. Basic parsing to Listener
    works, but startDecode/decode/stopDecode functionality not at 100%. As a
    result this is still testing quality and default build should be with
    ABI_OPT_PEER_EXPAT=1
