Add files used for creating plugin installers using NSIS

These are the latest version of the NSIS files used for
creating the Win32 plugin installers. Currently only covers
the plugins available in Stable, but if someone provides some
suggestions for how best to subdivide the Head plugins I'll
try to update/create .NSI files for them. To use, build the
AbiWord.exe plugins are to link against, build the plugins,
then copy *.nsi to where the plugins (*.dll) are, run NSIS [either
via command line from one in bin\ or by right clicking on the
nsi file using locally installed NSIS version]. Feel free to
copy to stable branch if desired.
