The attached patch allows one to build the Windows version with ABI_OPT_LIBJPEG=1

It requires that the jpeg library be compiled and either added to your MSVC directories:
libjpeg.lib to LIB\ and jconfig.h, jmorecfg.h, and jpeglib.h to INCLUDE\
or ensure the INCLUDES and LIB variables include your libjpeg directory.
