If I understand it correctly, abi_defs.mk was defining LIBICONV_PLUG to
eliminate incompatibility between wv's mini-iconv and AbiWord's peer
libiconv.
However, I've never really liked this idea, and I think now that it is
responsible for Bug 2390, and we certainly shouldn't be using wv's
mini-iconv at all these days.
