Cheap hack to docbook importer, to make it choke less on chapters.

This closes 1437, which was already mostly fixed, except that chapters
caused a BOGUS DOCUMENT error. Now chapters don't really work either,
but we don't get a BOGUS DOCUMENT error anymore.
