ugh, the XHTML importer imports the style attribute verbatim as props...
can have some very bad side effects. working on doing this properly, but
not quite there yet.

also, got fed up with the mess in ie_imp_XML's charData() and decided to
back-port some of the stuff I did in HEAD. fingers firmly crossed...

o ut_case.h:   (0xA0) is not whitespace
o ut_string*: backport some UTF-8 string constructor stuff
o ie_imp_XML: charData uses backported UTF-8 string constructor stuff
o ie_imp_HTML:
- don't import white-space junk used purely for XML formatting
- work on new mini-parser for CSS style attribute
o ie_exp_HTML: fix flag to indicate non-empty paragraphs
