    Well if you look in the AbiSuite directory you will
    see that there are many "system profiles" for
    different locales.
    These are seperate from your user profile but they
    have the same abilities.
    If you start in "en_US", the en-US system profile will
    be used, if you start in "he_IL", the he-IL system
    profile will be used. (I'm assuming that an "he-IL"
    system profile has been created by somebody).

    Now the he-IL system profile probably should contain
    the line:
               DefaultDirectionRtl="1"
    and the en-US one should contain:
               DefaultDirectionRtl="0"

    If it's not that way, then that is a bug that needs
    to be fixed.

    I'm not sure if LANG, LC_ALL, or another variable is
    currently the best one to use sorry - I'm a little
    out of the Unix loop ):
