    Finish 4717, other fixes.

    So we can drag horizontal lines without the left ruler being shown. Also
    fix a couple of other bugs. Tables were blanking regions outside their
    area upon clear screen. Also deleting short lines didn't move the lines
    below up if the height of the previous paragraph didn't change.

    This has been fixed.
