Does not affect ANYBODY. This creates --enable-symbols per the absent
minded professor's request. If you use --enable-debug, nothing
changes. If you dont use --enable-debug, nothing changes. All it does
is, if specified (it and --enable-debug are mutually exclusive, debug is
preferred if both are specified), set your cflags to include test code
but not debug shit, as well as ensure lower level debug symbols.
