You are quite right, do not remove those #ifdef's. I do not think we
should bother with fixing the bidi stuff in STABLE, the differences
between the HEAD and STABLE are just too big in this respect.
Instead I suggest that we #undef the SMART_RUN_MERGING on
the top of fp_TextRun.h, since most of the bidi bugs in bugzilla are
caused by the smart run merging.
