Justified text was broken when there was a forced
column break or a forced line break. You'd get all
sorts of nasty stuff happening. Bug is now fixed.

Easily displayed by tests/wp/Gettysburg.abw and then
justifying it before and after this commit. Yes, the
"last" line should be fully-justified because it isn't
really the last line in the paragraph, there's an
empty line below it that's part of the paragraph
that's technically the last line.
