* Barbarism support now works for both ispell and
pspell
* Barbarism files now are made from language code
rather than language name (Bug 4771)
* Aspell support for Win32 (Bug 4940) - only dynamic
using installed DLL for now

I changed one of the message names so I could group it
logically with a new
message needed by my changes. That's why I've also
changed all the strings and po files

Instructions on building the Aspell support on MSVC
are in the MSVC README.TXT

Somebody with mingw-fu please tweak the code and build
system to link statically please
