Often enough, an issue comes up that results from something older being present (older plugins, older binary, older menu link, et c). I was wondering if there's a particular reason the older parts aren't better managed (read: removed or renamed).

If possible, it could make a nominal decrease in the bugs filed for such reasons.

Also, just wondering, if a person tries to load an older plugin, are they told that the failure is the result of having an out of sync plugin?
