Hah, ironically I have just the other day removed exactly what you
probably want. There was, completely unused by anyone, a
UT_XML_ID_Generator class which was instantiated with PD_Document. This
class returns a unique 10-letter XML ID of the form "Abi_??????".

(cycle time of 56 billion, iirc)

Since it was unused I removed it (temporarily) from the main tree and it
is now sitting in abiword-plugins/wp/impexp/awml/xp/ut_Tree.* renamed as
    UT_ID_Generator.

(Where care is required is with copy&paste - I don't know whether IDs get
    copied or updated during copy&paste...)

After we were introduced I noticed that both of them were carrying
three-foot-long machetes. I hate hiking with convicts carrying machetes.
