Completely absurd - our Win32 builds were apparently
defining UT_DISABLE_CHECKS. There may be another bug
lurking around here somewhere that causes this LOC to
be triggered. This could also explain some various
Win32 "lacking robustness" issues.

Needs backporting. src/af/util/xp/ut_assert.h
