2.4 timetable and feature list

OK, this is an attempt at a constructive proposal.

Jan 15 Non-negotiable featurelist finalised

Apr 15 Hard feature freeze; no new features, no matter how
                      trivial, after this date; weekly public
                      RC releases will follow from now on.

June 17 Tree tagged, sources uploaded, packages built ...

June 27 Formal release

August 1 Tree brached for 2.5

I would like to have the timetable finalised by Jan 15; once finalized
we will stick to it. The release date would only be moved back if a very
serious and unforeseen problem arises.

2.4 FEATURE LIST

You are invited to post to me privately by no later than Jan 7 a list of
features you want for 2.4; it can contain as many features as you want,
on one condition: you are going to personally implement each of those
features, and will be able to do so within the proposed timetable (and
if the feature will be agreed on, you will be held accountable for it).

I will collate the individual proposals and post the combined list of
features (and those proposing them) to the list on Jan 8th. We will then
have a week long discussion about that list and will finalise it by Jan
15; if there is not sufficient agreement in the disucssion, I will ask
Dom, as the Lead Developer, to call it.

Once finalised, that list will be non-negotiable -- no exceptions, no
matter how trivial.
