Some work towards fixing 1730 "Paste messes up complex formatting"
I introduced a new type format change here. "PTC_SetFmt" that sets the
props and attributes to exactly what is requested. This fixes one set of
bugs from 1730.
There remains one last bug. For some reason the lists get set to double
spacing but only if the last line of the doc is pasted.
Pretty strange stuff. Will investigate.
If possible this should be backported.
