Commit: new module 'abiword-release'

Committed the 1st release script in a new module to automate the 2.1.x
and future releases a bit more.

NOTE: This is mostly a write-up of the commands I typed for the 2.1.2
release. It has NEVER been tested (but should work).

NOTE 2: please fix up anything you like, but for releases, please ALWAYS
use this script. A release currently requires a bit of knowledge of what
to tag and what not, especially with the MacOSX addition. This means
that almost no-one can do it properly right now. This script should fix
that situation.
