commit (head): fix 3579

Fixes 3579; this was caused by MS IE explorer issuing code page id -1
(\ansicpg-1) -- I have not been able to find out what that really
means, so I set the code page to the system default 8 bit encoding.
If anyone happens to know what page it is supposed to represent,
please let me know.
