Commit (HEAD): Part of 7509, default selection on new dialog

Default to the template radio button on the new dialog instead of the
empty radio button (part of 7509). This works on Windows and shouldn't
cause any trouble in xp land, but I'm always wary about cross-platform
changes. If there aren't any problems, it should be backported to STABLE.
