DTD?

Did the proposed DTD (http://www.abisource.com/2003/ ) changes ever
occur?

I'm about to start mapping out an Abiword importer for Scribus and I'd
very much like to know what I need to use as a reference point. If the
file format isn't finalized ( for the time being ) what changes are
anticipated?
