RFC: release checklist

Hi,

maybe it would be good to have a release checklist listing steps to be
done so any reasonably experienced person could kick out a release.
Marc does a really good job as our release dude (thanks for that!),
but what if he's on holiday or away for other reasons once?

I'd happily contribute the section about building the autopackage.
