Windows XP Font list (#9111)

Hi Guys,

I've just committed the final fix to #9111. The problem was again to do
with encodings. We were passing UTF-8 font names to the font list on
the tool bar when it was expecting GB2312. As a result, it would never
update to reflect the font at the cursor position.

Since the release of 2.4 is so close, it might be prudent for someone
with a non-Asian installation of Windows XP just to check that the
font list is still working. I don't have access to such an installation
here so there's no way for me to check.
