I think I remember mentioning this before, in the file format the image
must go somewhere. It is invariably tied to a character or a paragraph
(all images are inline as an implementation detail, the positioned bit is
an extra piece of fakery users dont see but developers know). At the very
least it could get dumped at the end of the document like used to happen
with textboxes. Dataloss is a pretty serious bug.
