As stated on IRC, I think this is incorrect.
My view: if you have a project under gplv2+, with _no gplv2 only_ code
in it, you can have that program dynamically link to a GPLv2 lib and an
LGPLv3 lib at the same time.
I'm basing this on the compatibility matrix at
http://www.gnu.org/licenses/gpl-faq.html , and then especially footnote
2.
