Final followup: 2.16.3 is now standard on Windows and will be from here
on out. The only issue is Win9x support, which can be fixed with a
conveniently-packaged icky hack (replacement glib versions) available on
our Bugzilla. (Well, at least the glib-related 9x issues can be fixed
that way.)
