Table of contents

A question -
I am a bit puzzled as to why you have chosen to separate two
menu entries dealing with the Table of contents.
While it makes sense to insert it by going to Insert, I was looking in
the Format menu first, and for a moment I wondered why it was greyed
out.
The logic seems clear, but it seems a bit wasteful to me?
