Removing IE_imp_Graphics::convertGraphic()

Hi,

I would like to remove IE_imp_Graphic::convertGraphic() and all of its
implementations.

Several reasons:

1. It is not used anywhere but in xap_Win32Dlg_FileOpenSaveAs.cpp where
it can actually be replaced by something
2. its API is broken by desgin
3. its design is broken: we never know what the output content type is.
4. it is actually too much duplicated code.

The motivation is that I'm implementing JPEG support
