There are way more 'useful' plugins (from a users POV) than the garble
plugin, and we don't enable those by default either.

Distributions will typically build using "--enable-plugins", which will
autodetect all plugins that can be built. I for example do that for the
official Fedora packages. In practice this means garble will be included
by default.

The reason that OpenDocument *is* included by default whatever you do,
is that we had so many complaints that AbiWord did not support the
OpenDocument format, that we decided force it upon distributors to
package it.
